Pre-Construction Conference scheduled
A Pre-Construction conference has been scheduled for the PHS building project for October 12th. This is significant because it means that Rural Development (we received a $70K grant and a $400K loan from RD to complete this project), our attorney and engineer have approved all the construction contracts, bonds and insurance and we can begin construction. A formal notice to proceed will be given to the contractors at the meeting on the 12th.
Once the Notice to Proceed is issued to the contractors we will have a definite project completion date and can schedule a groundbreaking ceremony.
Why has it taken so long to get to this point?
The clearest way to answer this question is to contrast this project with the Village of Potsdam Power Project on Fall Island. The Village apparently did not go through the contractor/supplier selection and bonding process and they ended up losing a lot of money. When you receive federal funds, as we are from Rural Development (grant and loan), you are required to ensure that all contracts, bonds and insurance are perfect so that the RD money is properly invested. To go through the process of properly reviewing insurance, performance bonds, etc. takes time. That is what we have been waiting for and through the process some changes had to be made to the correct the bonds. Now that everything is in place, we can finally move forward knowing that the project is secure.
